Can you register any domain name?
Initially, you can, but ICANN establishes certain restrictions (states officially accepted by the UN, other territories, two letters domain names and other exceptions) and the names of the municipalities of Galicia are reserved to ensue that is the correspondent administration who applies for it.
What is the Open Phase of domain.gal?

My domain name has been eliminated. How can I recover it?
A domain name enters the elimination phase when it’s not renewed before the deadline, 30 days after the expiration date. If you are the owner of the domain, you have that time to renew it. You’ll have to ask your registrar for the price and to take care of the procedure. Once you have it back, it will be renewed for a year.
If you do not want to pay for the recovery, you can wait until it’s erased a re-register it as a free domain. Usually you can do it 30 to 35 days from the deadline. You can see if it has been released in the domain search engine. Anyway, this may be a risky option, since someone can get it before you.
